Kazakhstan is moving forward with plans to ban children under 16 from registering on social media and to expand the mandatory use of children's SIM cards. The measures are part of a broader effort to limit young people's exposure to harmful material online. But how effective are these technical restrictions in practice?
Child psychologist Nadezhda Kucheruk shared her perspective with a Qazinform News Agency correspondent. According to her, technical tools can create a useful barrier, yet they cannot replace the role of parents. A SIM card tied to a child's identity may help authorities and platforms verify age, but determined teenagers often find ways around such limits. The real protection, she argues, comes from ongoing dialogue, trust, and a parent's active interest in what their child does online.
Kucheruk notes that bans alone can push children toward secrecy rather than safety. When restrictions feel like punishment, young users may hide their activity or borrow accounts from friends. A better approach combines clear rules with education about digital risks, critical thinking, and emotional support. Parents should talk about online threats without judgment, she says, and stay involved in their children's digital lives.
The psychologist also points out that every child is different. Some respond well to firm boundaries, while others need more autonomy and guidance. Blanket measures may work for younger children, but teenagers require a more nuanced strategy. she concludes, no SIM card or registration ban can substitute for a present, informed, and caring adult. Technology can assist, but it cannot raise a child.
